jp is lacking man pages, they should be done.

We should decide if it's better to start them using troff directly, or an other markup and then convert to manpages using pandoc. The pages should also be available online.

Note that Debian did manpages for former version of jp that we could use as a basis: (see https://packages.debian.org/sid/net/sat-xmpp-jp)
